School health services play a critical role in supporting the overall well-being and academic success of all students.  School health services enable all students to participate fully in educational programming. School nurses and other school staff address immediate health concerns, provide care for chronic conditions, reduce individual student health barriers to education, and promote disease prevention. By fostering a healthy school environment and centering health promotion, these services are critical to supporting student learning, and help create a foundation for all students to thrive academically and socially.

Prevention-Oriented Health Services Plan

School districts in Oregon are required to develop, implement, and annually update a written, prevention-oriented health services plan for all students in accordance with OAR 281-022-2220. The revised OAR incorporates learning from school operations during the three years of COVID-19 pandemic response and recovery and brings the rule into alignment with other current statutes and rules. The Health Services OAR codifies the importance of health in supporting equitable and well-rounded education for every student in Oregon. (Reference: ODE Instructions for the OAR 581-022-2220). Communicable Disease Management Plan

The district has a comprehensive communicable disease management plan that focuses on keeping students learning in-person. Districtwide we are sustaining our efforts to: communicate with families regarding communicable disease transmission in our community, offer tools and resources to protect against illness, and work with staff and students to remind, reteach and retrain health and safety protocols. Each school monitors absenteeism; when the school notices a higher rate of absenteeism connected to communicable diseases, we will enact this plan and communicate with parents/guardians and staff. During times of high communicable disease transmission, the district will implement protocols to create and maintain safe environments that keep our students learning in-person.

Too Sick for School

Immunizations

The Oregon Health Authority requires all children to have their immunizations up-to-date to stay enrolled in a public or private school. Vaccine Exclusion Day is always the 4th Wednesday in February. Here is the latest FAQ about the rule change (updated 5/5/2025). Health Screenings

Mt. Angel School District conducts annual health screenings in grades K, 1, 6 and 9. Health screenings include: vision, hearing, and dental. Students who are new to the district and who are referred are also screened. Parents may opt out of health screenings. Parents receive results of a health screening that may warrant follow up with a specialist or health care provider. Please contact your child's teacher if you have a concern. Medication at School

We strongly encourage parents/guardians to administer medication to the extent possible at home. However, we understand there are circumstances when students may need to take medication at school for safety and to access their education. For students who will need medication administered at school, parents need to come into their child's school and complete a blue medication card.  All medication/s must be in the original container and brought in by the parent/guardian each time.  Prescriptions must have a doctor's order written on it, clearly labeled.  All staff who administer medication have been trained by the district nurse.  For further information regarding administering medication at school, please see the Board Policies linked at the bottom of this page.

Student Health Management Plans

There are students who require individualized Health Management Plans in order to be safe at school and access their education. These plans are written by our district nurse in collaboration with the parent and the treating physician. They are distributed to appropriate school staff as necessary for safety and who have a legitimate educational interest. Plans are reviewed/updated at least annually or more frequently if new medical information is made available.

504 Plans and IEPs

Some students have health needs to the degree that they will require accommodations in order to access their education and may need a 504 plan.  For more information on Section 504, click HERE.

For students who are on Individualized Education Plans (IEPs) and also have health needs, a health management plan can be addressed through the IEP process.  For more information on Special Education, click HERE.

Substance Use and Abuse Prevention and Intervention

Oregon school districts provide comprehensive substance use prevention and intervention services to K-12 students which include:

  • Evidence-informed prevention education for K-12 students, including opioid prevention instruction
  • Fear and shame-free communication with students and families
  • Harm reduction, intervention, and referral  processes to support individuals impacted by substance use
  • Professional development, training and support for school staff
