Healthy and Safe Schools

The Mt. Angel School District is committed to providing a learning environment for our students, staff and community that is environmentally safe and healthy. In 2015, the Oregon Legislature passed Oregon Administrative Rule (OAR) 581-022-2223, which requires school districts to develop a Healthy and Safe Schools Plan to address environmental safety concerns including: a plan for testing district-owned buildings for radon, a plan to test and reduce exposure to lead in water used for drinking or food preparation, a plan to reduce exposure to lead paint that includes the following compliance with the United States Environmental Protection Agency’s Renovation, Repair, and Painting Program Rule, a plan to implement integrated pest management practices, and a plan to communicate results for all tests required under the Healthy and Safe Schools Plan.

In 2017, the Oregon State Legislature passed SB 1062, which requires that, every school district, education service district, and public charter school develop a Healthy and Safe Schools Plan (HASS Plan). Each organization’s HASS Plan has specific requirements that must be included for the HASS Plan to comply with state law. Mt. Angel School District's Healthy & Safe Schools Plan is in compliance and meets the requirements of OAR 581-022-2223.

Asbestos Notification

Dear Parents, Community Members, and Staff,

In accordance with the Asbestos Hazard Emergency Response Act (AHERA), Mount Angel School District is required to inform the school community about asbestos-containing building materials and our ongoing management and compliance efforts.

In 1986, Congress enacted AHERA, which requires all K–12 schools to inspect their facilities for asbestos-containing building materials (ACBM). Mount Angel School District has completed the required inspections, and all identified asbestos-containing materials are documented in the district’s Asbestos Management Plan, originally developed in May 1989. These materials are routinely monitored in accordance with federal regulations.

The district is currently in full compliance with AHERA. Mount Angel School District contracts with PBS (an Apex Company) to conduct the required six-month periodic surveillance inspections and three-year re-inspections in all district buildings that contain asbestos.

When properly managed and maintained, asbestos-containing materials do not pose a health risk. Identified materials within district buildings are maintained in a non-friable condition and are managed using approved methods such as covering, enclosure (boxing in), or encapsulation (painting, wrapping, or sealing). These measures are designed to prevent the release of asbestos fibers and provide effective protection for students, staff, and visitors.

All district staff and contractors who work with asbestos-containing materials maintain current training and certification as required by law. Mount Angel School District remains committed to meeting all AHERA requirements and ensuring the safety of our students, staff, and community members.
